Removed all downloads, authorizations etc.etc. but it is apparently impossible to make a fresh start with this program. Irritating! Who can help me?

When I try to en another program (like Spotify) I see another error-message as per screenprint (not sure whether this will be shown) - Message is stating"Installationprogramm of ADE 4.0 is already on its way(.....). How is this possible?
