How to identify unknown or anonymous user using adobe target to show modal popup

Hey,

I am working on creating target activity to identify unknown users those visit the website. Stuggling to get through the target activity configuration to achive this. Below could be the criteria for a user to qualify as a unknown user. Where do I put js code inside target to verify unknown user.

User is not logged in

User has not accepted cookies

User is browsing in incognito

Second time user who was not shown modal popup on first visit
