I am getting E_LIC_ALREADY_FULFILLED_BY_ANOTHER_USER error

I am trying to read on my windows some ASCM file I download from my library, I installed ADE 4.5 and I passed the trusting of  my computer, when I try to read the ACSM it tells me "E_LIC_ALREADY_FULFILLED_BY_ANOTHER_USER"...
