I can't open ADE

I can't open ADE 4.5 even though it has downloaded. I have windows 10 but the program was working 2 days ago then shut down so I uninstalled it then reinstalled it multiple times and it still wont work. Help I need this to transfer books to my kobo with ease.

    Have you try right click and run as admin?

    i have also downloaded all the different versions and still can't get it to work....it stays on loading library
