I installed ADE but the "authorize computer" option is greyed out. I have an Adobe ID, what do I do?

I need help to authorize ADE.  I downloaded it to my PC, but the "authorize computer" option is greyed out.  I then created an Adobe ID, but the option is still unavailable.  What do I do?
