ID LOCKED .HELP can't do anything with ADE

I need to start over with ADE, 

I have deleted my ID, thinking it would not be recognized when I resintalled but I have now ADE with my deleted ID email and no way to erase authorization or anything else, because said ID is locked by ADOBE.

I created a new ID to get on this forum.
