Install ADE v 4.5 after uninstalling from MS Windows programs/services

I used to use ADE v 4.5 to read digital copy offline. After a computer malfunction, I had to install a new hard drive on my pc and restore everything back on it. When I tried to run ADE 4.5 it wouldn't operate correctly. I then uninstalled it and downloaded a new version from Adobe. However, though I have downloaded several times using different browsers, the program will not install i.e. it partially installs from the installer and then I get a message "ADE 4.5 has stopped working" with the only option of closing the window. Does anyone have a solution?
