installed 4.5, will not open, stuck on loading library

I have used ADE for many years and have just upgraded to Win 10. Tried to upgrade to 4.5, installation went well, however when I try to open the program, a box opens and sticks on loading library. I have tried deleting and reinstalling, same results. Any assistance would be most helpful.
