Is ADE activation server down?

I'm getting the dreaded "Failed to connect to fulfillment server" error when attempting to dowload a new e-book into ADE via an .ascm link.

I tried directly opening this site in a web browser:

http://adeactivate.adobe.com/

The result is just a blank page, with no error. (And yes, other web-sites work fine, so there's no issue with internet connectivity. I also tried other browsers, even other PCs - same result, or sometimes "web page unreachable").

Does this mean the activation server is down? If so, it seems not just a temporary outage - it's been like that for at least a week.
