Is there a trick to opening a book on a MS Surface?

I have a downloaded book I can read on my PC (Windows 7) and my Android phone app, but I can't click to open the same book on my Windows 10 Surface.  The Surface is authorized with the same ID as the other devices.  Do you have any suggestions?

    Can you start Digital Edition without a problem? What happens when try to open the eBook?
