Keep getting a E_ACT_NOT_READY error

I am trying to download an ebook onto my macbook but I keep getting an error that says

"Error getting License. License Server Communication Problem:

E_ACT_NOT_READY"

I dont know what to do. I've downloaded books to this app before and it worked fine, but i just got a new laptop and dont know if this is the problem or not. 

SIDENOTE: Everytime i go into erase computer authorization and type in my password, it says "Unable to erase authorization. Please try after some time"
