Keep getting error

I keep getting the error: "Error getting licence. Licence Server Communication problems. E_Lic_Already_Fullfilled_by_another_user."  Nothing I do fixes the problems. Recently I tried reloading after first deleting all of my ebooks.  I started out working fine but then after loading about 90% of my books the message came back and nothing I do fixes it.
