License/authorization and unable to open errors

The instructions to go into the registry and delete the ...software/Adobe/Adept/activation folder did not work.

Situation

New Win 10 computer

Installed  ADE 4.5 . I had an early version registered on a computer that died.

current password authorizes computer.

I get the following error messages when I try to open an ACSM file (library book)

Unable to download

Error getting license. License Server Communication Problem

E_LIC_ALREADY_FULFILLED_BY_ANOTHER_USER

and

Unexpected error

Unexpected error occurs:

E_IO_CANNOT_OPEN

thanks for any help. I just want to open my library books!!
