Limit of number of machines allowed per ID reached

I know this has been answered a couple of times; go chat with adobe and they can de-authorize and the link to do so. For the life of me, this link does not lead to any way for me to start a chat.

 

I have this problem because I am constantly deleting the application and re-authorizing because I will download a book from the library and when I transfer the file onto my kobo, it says that I'm not authorized to read it, even though I've factory reset my kobo and the application. I've tried of multiple laptops and kobos, I regularly have this issue and it is insanely frustrating.

 

Please if there is a way to actually speak to adobe support I need instructions on how to do so. Thank you!
