migration failed

I have windows xp pro sp3

NT 5.1 build 2600

windows sees system.dllnotfound.exception

I download 4.0 and get download complete. click on close and get message that migration has encountered a problem and needs to close.

I used firefox 32.0.3 and explorer 8.0. with same results.

has anyone had the same trouble and if so, is there a way to get through this?
