Need help downloading purchased product from "orders"

I purchased an Adobe Photoshop Elements and want to re-download it on a new laptop. When I click on the download tab under my orders page, it takes me to an Adobe.com Site Requirements page, telling me that I may not have all of the requirements to download???? I have Internet Explorer 10 and the latest Adobe Flash, but still can't get past this page to download my purchased product.

Also forgot to mention. It is Adobe Photoshop Elements 9.0, purchased in 2011 online, so technically not the latest version, but still supposed to be available for me to download.
