New issue with downloading

I finally cleared things with the library so that they are able to download to my ADE, which is the 3.0 version. However, now when I try to copy the books to my Kobo, as I have always done in the past, I get the message - CE-COPY-NOT-ALLOWED. No permission to copy this book. What can I do? I have been struggling with this problem for over a week now and am ready to tear my hair out!
