No Permission, reinstalled Digital Editions and re-authorize computer and ereader

I am not able to copy library books from Adobe Digital Editions onto kobo. I have re-installed Adobe Digital Editions and I have de-authorized and re-authorized my computer and my kobo. I have also tried other books from the library. I uninstalled Adobe Digital Editions and installed an earlier version (now I am back to the 4.5 version). I am using Windows 10. I get the same error each time.
