Out of focus video

One interview that I filmed seems to not focus on the person. There is no movement whatsoever in the background. I have Premiere Element 13, how can I edit the clip so that it will focus on the person? I already clicked render and I did smart fix but nothing has happened. I am completely new at this editing stuff.
