PC computer will not authorize with Digital Editions

While authorizing my PC with the Adobe ID the message comes up saying the server cannot connect to the Internet while the Internet is both fully running on Wifi and is plugged in with a cable to the router. At one point when the server connected and began authorizing it continued to authorize for 2 hours without any progress.

Why does the server not connect and authorize to use Digital Editions on my computer?
