permission to copy

I keep getting this message when I try to add books from the library to my kobo.  I deleted and reinstalled digital editions, I've unauthorized and re-authorized a couple of times and still this is happening,  Last week I had no issues whatsoever doing this, and have had no problems for months until today. Any help would be appreciated.  I tried chat, they told me they couldn't help and I needed to try here.  I see this question has been asked before but no answers given.
