Problem opening a book downloaded from proquest message "Connection Error Detected Digital Editions"

My institution has a problem using adobe digital editions to open ebooks from proquest. This message appears "Connection Error Detected Digital Editions could not connect to the fulfillment server. Please make sure you are connected to the internet" we already deauthorize, unistall and install a previous version but the issue persist.

 How can we fix it?
