Problem opening borrowed e-books

Hi I am trying to borrow books from my local library on a Windows 10 PC and to transfer to my Kobo Clara HD. I think I am in a tangle with Adobe accounts as I get an error message of E_LIC_ALREADY_FULFILLED_BY_ANOTHER_USER and cannot download. How do I start all over again and set up a new id etc?
