problems transferring ebooks to Kobo

I successfully downloaded 2 ebooks from the public library to Adobe Digital Editions, yet I cannot transfer/share these to my Kobo Ereader device.  Receive the error message "CE_COPY_NOT_ALLOWED - no permission to copy the book".   However, could perform these transfers without difficulty on my old computer.  Why not now???

    Check if Digital Edition and your reader authoirze with the same Adobe ID.
