Reader not recognized by computer.

I've been trying everything I can think of to get my computer to recognize my reader, even changing the cord, but it just doesn't see it.  Even in device manager, it doesn't appear!  I have tried both my USB 2 and USB3 ports, re-booting with it plugged in and plugging in after: no dice.  Please help!
