returning library books

I am unable to return library books.  Error:  Authorize your computer first.  My PC is authorized.  I tried to erase authorization on my PC  and get unable to erase authorization.  Try after some time. I have tried after 4 hours and get the same errors.  This just started, I haven't run into this before.

I am using Windows 10 HP Pavillion g series
