Trying to download library books, ADE opens and I get "Error getting License, License Server Communication Problem: E_IO_CANNOT_OPEN" as a message. Anyone know what to do?

Error getting License, License Server Communication Problem: E_IO_CANNOT_OPEN

Trying to download library books -- it used to work and then I get this message "Error getting License, License Server Communication Problem: E_IO_CANNOT_OPEN" when ADE opens.  Only option is to close message and book is not downloaded.

Using PC  ADE Version 4.0.  I have deauthorized my Adobe account and then re-authorized it.  Nothing changed.  Has anyone figured out what can be down to fix this?  Some have tried an older version of ADE, but those versions aren't available anymore.

Would appreciate any suggestions!!
