Unable to download certain books from the library.

I get a message stating unable to download error getting license.  License Server Communication problem:  E_LIC_ALREADY_FULFILLED_BY_ANOTHER_USER.  Please help.  I have contacted frontlines at overdrive and they have not been able to help with this.  I removed authorization and re authorized and that did not work either.
