Unable to download Error getting License. E_ADEPT_DATABASE

I am getting the following when trying to open books purchased through Heinnsman. 

Error getting License. License Servere Communications Problem E_ADEPT_DATABASE

They work on my laptop. I get this error message when I try to open them on my phone.

I am signed in with my Adobe ID. 

I am extremely frustrated. 

PLEASE HELP
