Unable to Download (library books)

When I am downloading a library book to ADE I get the following error message:

     Error getting licence, Licence Server Communication Problem:

     E_LIC_ALREADY_FULFILLED_BY_ANOTHER_USER

Can anyone help?  I can't find a solution.
