Unable to download Library ebook to Kobo

Hi,

I have a PC, and have been downloading ebooks to my kobo for many years. Tried to download two books over the past 3 days from my library service and receive the following message

Error getting License. License Server Communication Problem:

E_STREAM_ERROR:

Any suggestions?
