Unable to open .acsm file on android devices

I am attempting to access a University textbook on an android device, but have so far had zero success in accessing it. I have contacted IT at the University and they suggested it is something on Adobe's end. I have tried on two Android devices and receive the same error message:

Unable to downlod

Error getting License. License Server Communication Problem: E_ADEPT_NO_TOKEN

I have authorized the account, uninstalled, reinstalled etc. to no avail. I am able to download the file, but the app won't open it.
