Unable to open ADE in win 8.1

It opened the first time but never again.  The directory for the books is in My Digital Editions.  When you click to open, the opening "box" comes up but then nothing else happens. Have updated to latest version- 4.03.   Checks in Task Manager show it loads up to 25mb then slows to a crawl then nothing.
