What do i do when this pops up E_ACT_TOO_MANY_ACTIVATIONS. HELP PLEASE

i am trying to but my library books on my new kobo and this keeps popping up when i try to attach it. I have tried 2 times with support and they just put me back here, this used to happen to me and i did contact support and they corrected it. Please can anyone help. i would like to add my books before the have to be returned.
