When installing ADE why won't it install "welcome.epub"?

Because I was getting error messages about License Server Communication Problem I uninstalled and then reinstalled ADE (several times).  When installing I receive the message that it can not install "....welcome.epub".  If I choose 'ignore' it then tells me that it can not install "....welcome.epub.xml".  If I choose 'ignore' again it appears to install BUT won't download EPUB books from the Library with which I am associated.

Solutions???? Please
