Why can't I authorization to access books protected by DRM?

I download books from the public library and for some reason I got an notice that I did not have authorization with my Adobe ID to access the book that was protected by DRM.  I signed in again with my Adobe ID to try to resolve this problem but still do not have access.  Please help. Thanks.
