Why do I get locked out of a book that I have downloaded to my Kobo?

I have downloaded a book from the library using e-pub and was reading it and then all of a sudden I am "locked out".  I tried downloading a different book, thinking maybe the first one expired and it shows on my Kobo but when I tried to access it - it also says "locked out"
