Why doesn't Flash Player work on Edge?

It seems like every time I try to use a program that requires Flash Player while on the Edge browser I am prompted to either install or upgrade my Flash Player.  This has happened numerous times, including several today.  After I install Flash Player according to the instructions given, I get the same message again and never get to use the program in Edge.  What is going on?
