Why doesn't the navigation panel let me navigate to chapters?

When I click on chapters in the navigation panel, nothing happens. There's also no page number listed so that makes it doubly & unnecessarily cumbersome to navigate to the chapter I want to read. I can't find anywhere to change these settings - is this just how Adobe designed this program? Frustrating.
