why won't my kobo library book download? why does it say: Error getting License. License Server Communication Problem: E_ACT_NOT_READY?

Why won't my kobo library book download on to my computer or into Adobe Digital Editions? When I click on the "Adobe DMR EPUB" I see a download go to my downloads but when I click on the download itself a window pops up saying: Error getting License. License Server Communication Problem: E_ACT_NOT_READY. Does anyone know why this is happening?
