Win 10 update KB4476976

Since Win 10 update KB4476976, the up/down arrows no longer work properly in e-books to change pages in v4.5.10.

If I go back to Library and open the manual, Getting Started with Adobe Digital Editions 4.5, then the down arrow works to turn just one page and quits.

If I close ADE and then reopen it, in the ACE manual the arrow keys now all work fine.

If I open an e-book the arrow keys don't work at all.   If I close ADE and reopen the e-book the arrow keys still don't work.
