Your eReader is not authorized to open this book

I recently bought a Kobo Clara 2E. I downloaded an ebook from my local library website on my windows laptop, added to Digital Editions, transferred it to my Kobo and was able to read it.

I didn't finish the book, so have re-borrowed it from my library and followed the same process as above. However, when I now go to open the book on my Kobo, I get the "Your eReader is not authorized to open this book". It also says "because you previously deauthorized your eReader, you need to re-import the book using ADE."

I didn't deauthorize my e-reader. I have since done so, whilst also de-authorizing my Windows computer. I have re-authorized both the computer and eReader multiple times, deleted the book from both the eReader and computer multiple times, re-borrowed from the library multiple times and I continue to get the same error. I tried downloaded a different book and still get the same error. 

Is their a fix?
