Photoshop 2025 should work fine on your system.

That's just a message that certain functions in Photoshop might possibly work better with a later macOS, though Adobe has yet spell out what exactly they are.

We have a 2017 iMac with macOS Ventura 13.7.2 and Photoshop 2025 (ps version 26.2) seems to work fine so far.

you can only install the current and one major previous version.  if you already have photoshop installed, just leave it.  you can't update and if you remove/disable it, you won't be able to remedy via adobe.
