32bit adobe photoshop premer elements need 64bit how do i get this i dont want to buy again?

I downloaded premier elements 13 but tells me I need 64bit as the one I have is 32bit or something like that. Can I download the 64bit instead?

I got the adobe premiere elements 13 and the Photoshop premiere elements 13 but only the adobe elements not the Photoshop elements has installed?
