Please Go to the following Direct download link once : https://helpx.adobe.com/download-install/kb/creative-cloud-desktop-app-download.html  & scroll down to the section "Problems installing? Try alternative download links" , you'll see the option for MacOS Downloads. 

Please try downloading the Creative Cloud App from there and after the installation is complete, you may Sign in with your Adobe ID ( registered email address) and activate the Product.

In case issue persists, please contact Adobe Support as per the Support contact details shared by other Community professional already.
