Why does CC not install new update over older version?..

the correct answer is - Adobe leaves older versions on your computer in case you are comfortable with that version and do not want to use all the new features - or so they say ;-0 However with Muse be sure to open older site in newer version if you plan to stop using the older version. This is if I understood the support guy's accent correctly something he was very touchy about ;-0 again

Can you show a screenshot or at least complete the message you started in the title of your posting?  Whatever you were saying at the end got cut off.  There was a new release of CC applications (CC 2014) some time ago that intentionally did not overwrite the previous versions.  If that is what you are seeing you can uninstall the older ones.
