access to apps from browser

When I visit creativecloud.adobe.com I can log in with Google and all the apps that I have access to install show up in the app window. We have users who only get prompted to install Creative Cloud but do not show any apps available for download. I attached a screenshot of what I see when I log in and also a screenshot of what other users see when they are logged in.
