ACR 6.5 for elements 9

I have tried to install acr 6.5 from the "updates" button in Elements 9 but I get a message saying the server failed to connect. I have tried turning off my firewalls and repeat but I get the same error message. Next I went down the manual path and tried to download acr 6.5 from adobe website. After clicking on download file I eventually just get a Windows file screen with two yellow folders called "Meta-INF" and "Payload" and a third file called "adobepatchinstaller" but there are no instructions on what to do next? Can you help me please on why my "updates" request in elements 9 doesn't work and how I can get acr 6.5 installed on my elements 9 screen (what does this button look like). Many thanks.
