I have had confirmation from Adobe support, that their is a known problem with the activation server for CS5 and 5.5, and they are providing support to help to those owners of this software license, and they provided me with a  new serial along with other people affected by it. There is also another thread on here about this problem, as quite a lot of other people reinstalling CS5.5 are having the same problem. So I would contact their support. I just wish they would post an offical announcement on here about it as it would save a lot of time.
I too have had this problem, but am still facing some problems with some CS5.5 software such as Premier and Media encoder not working due to these activation problems, as it says some software is still not activated. I am guessing most of their staff who would normally handle this are away on holiday, although I have had the problem since early December.

Can you provide some more details: what OS, what product, etc...?

I have been told by Adobe support that that it is no longer possible to activate CS 5.5 offline. I have asked them to do it for me, but they said no, it isn't possible anymore.
