I will be purchasing an iPad soon, and I would like to know how to add my current plan to it.

You cannot download CC from the web. Apps on iPad are only available via the App Store. Search for Adobe and download the items you want to use.

Bear in mind you won't be able to run any of your Mac apps. But there are a few iPad-only apps from Adobe, including somewhat limited versions of Photoshop and Illustrator.
